There are two possibilities: either you become a vampire, or you are born a vampire. In both cases the vampirism can be cured by a potion that is sold in the laboratory and § 3000 costs.
How can become a vampire?

Like ghosts, the quality of vampire is genetic, inherited by children. If both parents are vampires, vampire child will be safe, but if only one parent is a vampire, there is a 50% chance it is, or not. No half-vampire sims.
