18 CANDIDATES FOR MAYOR AND CITY COUNCIL TO HAVE SIGNED A FORMAL COMMITMENT TO THE COMMUNITY ÑUÑOINA

The Citizens Network for Nuno calls the candidates in the municipal contest Ñuñoa to call a plebiscite to decide on communal

PUBLIC STATEMENT

October 2008

The Citizens Network for Nuno has been a pioneer in Nunoa erect a mobilization in defense of their quality of life compared to the destruction of its traditional urban context, after the imposition of municipal permissive urban policies, which have left solely to real estate speculation the fate of the territory and population of the commune.
This phenomenon of commercialization of urban development is not unique to the commune of Providencia, but it is a direct expression of the strong implementation of the neoliberal market in the country, implemented since the military government and in full force today after almost 20 years of democracy.

To counter the overwhelming public discontent and serious decline in public image, Sabat is forced to propose at the end of 2006, an amendment to the Communal Regulating Plan (PRC), which on its face "would slow the destruction of neighborhoods traditional and population of the commune. "
However, it was difficult to discover that behind the supposed good intentions of the mayor, was covered up a new trick for ñuñoinos, because the proposal only sought to add new sectors to real estate speculation at the edges of the commune, then ended up decimating the built heritage of the central districts.
625 letters were signed by more than 2,600 residents with comments on the proposal of the PRC, formally admitted to the City Council. Never in the history of the commune had been such citizen participation in local urban planning.
But this was not enough, only 10 of these comments were partially discussed within the Council. The rest were rejected outright by the city mayor's advice. However, most City Council also decided to take action the approval process of the PRC, despite the flagrant transgressions of the few civil rights of ñuñoinos entered in the existing legislation.
Given this bleak picture and the only possible way to stop the final destruction of urban and social community, the Citizen Network Ñuñoa resolved by taking the complex road to convene a community from the citizenship referendum in July 2007, necessitating an amendment to the PRC throughout the territory of the commune to a maximum height of 4 stories, so get in fact, a freeze on future building permits as discussed in a participatory and democratic, a new PRC for Ñuñoa.

But despite all these difficulties, the Citizens Network for Nuno manages to get 8 000 signatures within 4 months after a huge effort every day, indicating the great capacity of ñuñoinos a takeover and part of the historical processes and their social commune.
The conviction with which the Red took the challenge, ñuñoina unveiled to the community, the certainty that it is possible to curb abusive and undemocratic system, it is precisely that absolute power is disrupted when subjected to the popular verdict. Therefore, we are certain to be the vast majority of those ñuñoinos in favor of putting a stop to the slaughter definitive urban community through a community referendum.

That is why we call on all candidates for mayor and a councilman, to take a deep commitment to the broadest and transversal sectors of residents of Providencia, which call for halting as the irrational and irresponsible destruction of their neighborhoods.
