Dear Sirs and Ladies of Council the Regional Environmental Commission Metropolitan authorities present, on behalf of Red Ciudadana by Nuno, representing more than 10,000 ñuñoínos, is that they do this as follows:
Today is not a happy day either for ñuñoínos Ñuñoa today concludes a process that from its inception has been impregnated vices, technical incompetence and negligence by local authorities, literally giving back to those supposed to represent, its people, who suffer, our children and grandchildren, from the irresponsibility of those in the urban and social management of the commune.
civic organizations may speak frankly, we are not constrained by an institutional policy framework that stopped us in our reporting, even as the country has seen, the promised citizen representation has steadily become more and more relegated to the Stage national when taking important decisions for their future.
Our struggle is to defend the common good, that which lies from the heart of a community, identity and character. And also how it is projected into the future.

1. Who will take responsibility for a municipality as Ñuñoa into an irreversible process of collapse of their urban structures?
2. Where are the concrete proposals in this PRC in terms of new public facilities, landscaping, increased traffic volume and sewage systems and drinking water, for a projected population at three times the current 5 years from now?
3. Who will take the high social cost that is imposing the expulsion of large sectors of the population most vulnerable of Providencia, Santiago towards the periphery of its replacement by sector in social ascension, coming mainly from regions?
4. Who will take the serious environmental pollution and traffic congestion that will be produced due to high rates motorized Ñuñoa will cross the street?
5. Who will assume the mass loss of particular tree because of the demolition of residential property Ñuñoa?
6. Under these conditions, we request a special political will by the metropolitan government, as to not approve the proposal to amend Comprehensive Ñuñoa PRC and to extend the period of freezing permits building the whole territory of the commune, in the hope that ñuñoínos themselves determine, after a village referendum, a solution to the current urban and social crisis Ñuñoa.
This process is already underway and plans to meet all requirements of the law, so that in early December 2007, Ñuñoa to rule democratically, by way of a community referendum on what will be the future of the community.
