LETTER TO MAYOR AND CITY COUNCIL SABBATH
Ñuñoa, October 21, 2006
Mr. Pedro Sabat P. Ñuñoa
Mayor Aldermen and Gentlemen Ñuñoa
I. Municipality of Providencia
Lord THESE
Mayor and Councillors Gentlemen: We have heard
through the Service Order No. 130, October 20 hereof, the way this mayor has ordered to submit to the neighbors of the proposed Amendment Ñuñoa Regulatory Plan community, to which we express to you the following: highly reprehensible
believe that the council schedule, in the form of briefings, only in certain sectors of the community, the necessary public consultation would merit a change to the PRC of this magnitude. Restricting with policing access to these facilities only to the inhabitants of the areas where proposed land use change (See attached).
According to Article No. 02/01/1911 of the General Urban Development and Construction, the city must summon the neighbors to many necessary public hearings and City Council is vested with the director. Therefore it is the duty of the mayor respect the law and guarantee the population of the commune due process. In this regard, we inform you that our attorneys are conducting related studies to determine whether these measures are either not outside the law. We also conducted consultations at the Regional Municipality and the Ministry of Interior.
Moreover, Mr. Mayor, is to ignore the high civic sense of community ñuñoína, not to allow a true democratic process of debate and discussion on where we are, all ñuñoinos, which we take care of the municipality decide for itself that we want. That is why we highly deficient limited only to certain sectors of the commune, arranged briefings for you, which is not under any circumstances provide sufficient privileges to participate.
Lord Mayor, always remember that it is only thanks to the existence of a democratic system in the country that you hold high office today. And the hand of trust that people placed in him, you owe it to her. If we do not feared the election day, other than you which will issue the verdict democratic citizen, and this is the only way to gain legitimacy with the community you represent. Thus
and the representation of the 11,000 ñuñoínos that have joined our movement for the Citizen Network For Ñuñoa of only 6 months old, solemnly demand that Mayor and City Council to make a truly informed public consultation process and dialogue that allows the ñuñoinos conscience to decide the fate of their community, taking all necessary precautions to ensure that during the duration of this period, stop the urban destruction of the commune.
Well, based on information collected in the municipality, we established an alarming diagnosis, and considering only the buildings and carried and permission granted, the population of the commune will have doubled. Ñuñoa
no longer has the capacity to absorb more people, but that all of us are now experiencing a serious deterioration of our quality of life, lack of green areas, urban infrastructure and social provisioning and road networks, pollution air, irreversible loss of our urban architectural heritage, becoming more extensive list.
is why we urge the local authorities, both the mayor and the municipal council to side with the common good, assuming value the responsibility that we ñuñoinos in their hands, by this time, the interest of private enterprise, an opportunity for development that its people want for their community, setting a regulatory framework that fully preserve the values \u200b\u200bthat make Ñuñoa a commune kind. Mindful
response, kindly say goodbye to you, Veronica
