TOWARDS AN INTEGRAL AROUND THE PRESERVATION OF HISTORICAL AND CULTURAL HERITAGE IN CHILE ÑUÑOA

When a society is not aware of its cultural heritage is vulnerable, since is not able to distinguish between what is irreplaceable value of their identity, so that is irrelevant. Situation that prevents the same time, defend and own manifestations and expressions tangible or intangible, that make and shape, over time, the specific character of a community.

Within the global context of economic globalization, the persistence of cultural diversity of peoples has been severely affected, being beaten mostly third world countries whose economies and domestic policies, endemically interdependent of world powers, have been prevented from developing their own identity as peoples and national project.
Chile has not been subtracted from the phenomenon, as its increasingly weak self-awareness as a people we are today has a total living Bullant gap between economic growth versus an increasingly poor quality of life for its population, placing at the mercy of our market development more precious and irreplaceable natural and cultural resources, and not directing such development to the common good of the country's population.
This finding, as well as make clear the failure of the current model shows that our country still has a real insight into what he wants and craves for himself. It is within this framework that fits the urgent need to strengthen our awareness of the country, is coming to define and describe what is proper, decisive and important and that converges to form our character and identity as a people, and losing part of it, would subtract sovereignty over the ongoing globalization of the concert of nations.
Thus, the country urgently needs to define and implement a comprehensive policy regarding the classification and preservation of historical and cultural heritage, which particularly in the last two decades has been severely affected by the alarming speed that the dynamics of free market lash against the natural environment, rural and urban, but in counterpart there is a proportional determined and concerted action by the Chilean State to regulate, plan and attesting to the invaluable and irretrievable loss to the country of what constitutes its own identity.
is why it is imperative for the country to stop these processes and predators of our identity, and to achieve these objectives, Chile must take a significant step to build, the result of a thorough public debate, a specific legislative framework that supports operability of a comprehensive policy for the preservation of historical and cultural heritage in Chile.

This comprehensive policy should necessarily pass through at least 3 interdependent and complementary channels, which are:

its value
Its official classification within the framework of the law
The maintenance, preservation and effective over time
